It was discussed today at a meeting chaired by the First Deputy Minister of Agriculture and Food of the Republic of Tatarstan Nikolay Titov in a video conference with the leaders of the Executive Committees of the municipal districts of Tatarstan. The event was also attended by representatives of ministries and departments involved in the implementation of the program and other responsible persons.
Nikolay Titov told about the main points of the state program of integrated development of rural areas, which provides the implementation of measures aimed at improving the welfare and level of employment of the rural population, maintaining its share in the total population of the country, creating comfortable living conditions, including the development of water supply and drainage communications and telecommunications, increasing the level of gasification, the formation of accessible conditions for obtaining social services, as well as improving the quality of road infrastructure.
Recall, on May 31, the Government of the Russian Federation adopted the state program “Integrated Development of Rural Territories” for the period up to 2025 inclusively, developed by the Ministry of Agriculture of the Russian Federation in accordance with the instructions of the President of Russian Federation.
“The state program envisages financing of precisely integrated programs of rural development, in each locality must be implemented at least 2 objects. Of course, their construction must be justified and agreed with the relevant ministries. In addition, small cities with a population of up to 30 thousand inhabitants can take part in the program, ”added Ildar Gafurov, head of the investment policy and target programs department of the Ministry of Agriculture and Food of Republic of Tatarstan.
The key mechanism of the state program will be the competition of regional projects that will be co-financed by the state in the ratio of 95 to 5, while the share of the federal budget will be 95%. Such projects are represented by regions in the following areas: social infrastructure and housing, engineering and transport infrastructure, culture and sports, living environment, employment promotion, public services, physical accessibility of food and household goods, financial services. Applications selected in the regions will be reviewed and annually selected for co-financing by the Ministry of Agriculture of Russia.
Nikolay Titov noted that a crucial period is coming for municipalities. “It is necessary to adopt district programs for the integrated development of rural areas for 2020-2025 and promptly submit projects for each municipal district. The financing of the state program will depend on how actively and professionally the districts will carry out this work”.
