In Kazan the grand opening of a memorial plaque Anvar Zalakov was held
The Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Akhmetov attended the opening ceremony of the memorial plaque to Anvar Zalakov, Honored Worker of Agriculture of the TASSR and the Russian Federation.
The solemn ceremony was timed to the celebration of the professional holiday “Land Reclamation Day” and was held on the territory of OAO “Tatmelioratsiya” Trust Company with the participation of the company's CEO Rustem Sungatullin and the spouse of Anvar Zalakov-Landys Zalakova.
Marat Akhmetov noted the great contribution of Anvar Zalakov to the development of land reclamation in Tatarstan and solemnly opened a memorial plaque installed on the facade of the enterprise, where Anvar Zalakov worked for many years as general director.
The labor biography of Zalakov Anvar Makhmutovich from the first days is connected with the development of agricultural production and land-reclamation construction of the Republic of Tatarstan.
From 1971 to 1991, A.M. Zalakov worked in Alkeevskiy district: first as deputy head of the district branch of Tatselkhoztekhnika, from 1975 as head of the Yukhmachinskaya PMK-8 of the Tatmeliovodstroy trust. Under his leadership, the company in a short time became advanced. In 1979-1991, he was the Chairman of the “Tatagrokhimobedineniye” of the Alkeyevsky District. During the work, the enterprises created a powerful modern production base with warm garages and mechanical repair shops, where all the necessary conditions for comfortable work were created. A modern working settlement was built for the company's employees with all the communal infrastructure - central water supply, sewerage and heating, which contributed to the improvement of social and living conditions of workers.
The villagers, in gratitude for good deeds and as a token of appreciation, perpetuated one of the streets in the regional center Bazarny Mataki with the assignment of the name Zalakov Anvar Makhmutovich.
In 1991, the First President of the Republic, Mintimer Sharipovich Shaimiev, entrusted him the task of leading the republican association "Tatselkhoztekhnika". Over 5 years of work in this position, he revived modern highly mechanized units and machine and tractor stations - MTS in all regions of the republic. For a short time, the created mechs were able to promptly carry out all the technological processes in crop production, provided technical and organizational assistance to agricultural equipment to agricultural producers.
In 1995-1999, AM Zalakov was the head of the administration of the Sarmanovsky district of the Republic of Tatarstan. For five years, the district has reached an impressive ranking position among agrarian regions. Roads, social facilities and engineering infrastructure were built, more th
an 20 mosques were revived. A lot of changes happened in the social sphere, everything was done for people.
In 1999 A.M. Zalakov headed the Open Joint-Stock Company “Trust Company“ Tatmelioratsiya ”. Thanks to his professional qualities, as well as possessing the quality of a modern leader and reforming abilities, the reclamation units not only managed to avoid bankruptcy in the difficult conditions of the economic crisis, but also successfully carried out financial rehabilitation of enterprises, strengthened their production and technical potential and thereby increased the volume of construction and installation works.
On the initiative of A.M. Zalakov and largely due to his efforts, large-scale programs have been adopted for the development of land reclamation in the Republic of Tatarstan, which have no analogues in other regions of the Russian Federation. This made it possible, under the difficult conditions of reforming the country's economy, to provide work for more than 40 meliorative enterprises.
A.M. Zalakov put a lot of effort into the development of land reclamation and agricultural water supply of the republic.
More than 500 hydrotechnical and anti-erosion structures were built and reconstructed under his leadership, more than 31.5 thousand hectares of irrigated land were put into operation, about 800 artesian wells were drilled and more than 600 km of water mains were laid.
Thanks to the enormous authority and skillful leadership of Anvar Makhmutovich, as well as the professionalism of the cohesive team of land reclamation, Tatmelioratsiya was the general designer and general contractor of all the facilities of the Year of Water Protection Zones and Year of Parks and Public Gardens programs in Tatarstan. At the opening of many objects, the President of the Republic took part, giving a high assessment to the constructed objects and the work made. Implementation of the programs made it possible to create new - comfortable, beautiful, functional - public spaces for residents of many regions of the republic. This work on the improvement of public spaces continues to this day, where Tatmelioration is both the general designer and the general contracting organization.
No matter what position AM Zalakov took, he proved himself to be an energetic, principled and competent specialist, as well as a highly professional, responsible, competent and goal-oriented leader, able to mobilize the efforts of the workforce to solve the tasks.
The main feature of his character as a leader is honesty and decency, his life principle is work in the first place. He was demanding of himself and his subordinates. He was able to rally the team to solve the tasks.
In the team of land reclamation of the country, as well as among the leaders of the agro-industrial complex and the leadership of Tatarstan, A.M. Zalakov enjoyed the well-deserved respect and authority.
His work is highly appreciated by the government of the USSR, the Russian Federation and the Republic of Tatarstan, awarded with high state awards and honorary titles - awarded with orders: "Badge of Honor", "Friendship", "For Merits to the Republic of Tatarstan"; the medal "For Valiant Labor", "Gold Medal of the Ministry of Agriculture of Russia"; he was rightfully awarded the honorary title "Honored Worker of Agriculture of the TASSR", "Honored Worker of Agriculture of the Russian Federation" and "Honored Worker of the Agro-industrial Complex of Russia"; for the labor achievements and many years of diligent work, he was encouraged by the Gratitude of the President of the Russian Federation in 2010 and the Gratitude of the President of the Republic of Tatarstan in 2012.
He is an "Honorary Citizen" of 4 districts: Alkeyevsky, Sarmanovsky, Novosheshminsky and Vysokogorsky districts.
After Anvar Makhmutovich his works and constructed objects will serve the people of Tatarstan for many years!
