This was discussed at a meeting in the form of a video conference on the current state of agricultural insurance. The event was attended by the Deputy Minister of Agriculture and Food of the Republic of Tatarstan Ildus Gabdrakhmanov, the head of the financing department Marcel Makhmutov, specialists of the Ministry of Agriculture and Food of the Republic of Tatarstan and representatives of companies providing insurances with state support in the republic.
Elena Fastova reported on the situation on agricultural insurance in the regions of Russia and the planned values of the performance indicators. Elena Fastova noted that it was possible to insure the harvest no later than 15 days after the end of sowing and instructed the regions to submit a schedule for 2019, taking into account winter crops insurance. Also, the Deputy Minister called on insurance organizations to be active in working with agricultural producers to increase the percentage of insured areas.
Today, in Tatarstan there are 16 crop insurance contracts that have been made with state support, for an area of 131 thousand hectares of sown area of spring crops, and 2 livestock contracts for 19.5 thousand of conventional heads.
Agricultural insurance is of particular importance for the regions of high-risk farming, one of which is the republic, and is a real opportunity for agricultural producers to carry out stable activities, to forecast incomes in advance, without fear of adverse weather conditions. According to the amendments to the law No.260-FZ “On state support in agricultural insurance and amending the federal law“ ,which came into force on March 1, the concept of crop loss and perennial plantings was excluded from the system of agricultural insurance, crop loss is considered to be insured, the list of risks has been expanded, the possibility of combining them for farmers has been added.
Earlier, in April of the current year, representatives of insurance companies made statements on agricultural insurance programs in accordance with the new rules, noting that the insured crop can be a subject of security (collateral) when farmers receive various loans. According to the proposals of insurance companies, crop insurance will cost farmers from 27 rubles per hectare of sown area, and these costs can be attributed to the cost of production. In addition, there are government support measures, under which farmers can receive a reimbursement of up to 95% of the cost of paying insurances.
