The Ministry of Agriculture of Russia has completed the draft of state program for the integrated development of rural areas. The document is published on the official Internet portal of legal information.
The draft state program includes three main areas: departmental targeted programs “Analytical, normative, methodological support for the integrated development of rural territories” and “Federal measures for the integrated development of rural territories”, as well as the departmental project “The Modern Look of Rural Territories”. Their implementation is aimed at increasing employment and well-being of the rural population, creating comfortable and favorable living conditions, as well as ensuring transport accessibility, developing telecommunications, engineering and social infrastructure of the village.
As a result of the implementation of the state program, by 2025 an increase in the income level of the rural population in relation to the urban one is expected from 68% to 75%, an increase in the proportion of comfortable housing from 32.6% to 50%, as well as the maintenance of the number of small rural settlements. To achieve these goals, it is planned to send about 1.38 trillion rubles, of which more than 1.06 trillion rubles are from the federal budget.
The key mechanism of the state program will be a competition of regional projects that will be co-financed by the state. Such projects can be represented by commercial, non-profit and public organizations, municipalities, initiative groups of rural residents and implemented in the following areas: social infrastructure and housing, engineering and transport infrastructure, culture and sports, living environment, employment promotion, public services, physical accessibility of food and household goods, financial services. Applications selected in the regions will be reviewed and annually selected for co-financing by the Ministry of Agriculture of Russia.
Also under the state program will be carried out activities aimed at improving the housing conditions of the rural population. In particular, it provides for the introduction of preferential rural mortgages at a rate not higher than 1% per annum, the development of housing construction and other measures.
In the first year will be formed the legal, organizational and methodological conditions necessary for the effective implementation of the state program. At the same time, a mechanism is being launched to select regional initiative projects. At the second stage, it is planned to introduce innovations into the social sphere, modernize and develop the necessary infrastructure, and create conditions for improving the quality of life of the population.
