Deputy Minister of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Akhmetov reported on technical modernization and preparation of field equipment for field work at a meeting in the House of the Government.
The meeting was held in the form of videoconferencing with all regions of Tatarstan, it was held by the President of Tatarstan Rustam Minnikhanov. The meeting was attended by Prime Minister Alexei Pesoshin.
Thus, according to Marat Akhmetov, 11 thousand tractors, 6 thousand seeders and cultivators, 650 wide-gripping sowing complexes with energy-saturated tractors will be involved in a sowing campaign.
According to the requirements of the Ministry of Agriculture of the Republic of Tatarstan, all equipment must be repaired before 1 of April, and the machine and tractor fleet must be ready as well.
“Technique generally needs to be prepared in autumn and winter, without rush. This will allow a more rational use of human and material reserves, and the quality of preparation of the equipment will be much better,” said Marat Akhmetov. “Today, over 64% of tractors, 78% of cultivators and seeders, 25% of combines have been repaired in the republic”.
The head of the Ministry of Agriculture of Tatarstan noted that more than 3 billion rubles are needed for repairs, including 1.8 billion rubles for spring field work.
By the moment, more than 1 billion rubles have been spent for spare parts, 777 million rubles of which spent on spring field work. This is 42% of required amount.
According to Marat Akhmetov, the low rates of purchasing spare parts are in Almetyevsk, Drozhzhanovsky, Cheremshansky, Verkhneuslonsky and Pestrechinsky districts.
“If there is no due attention to repair, you will be late with the preparation of equipment, you will be late for field work, lose the moisture, respectively, and the harvest,” warned Marat Akhmetov.
It was noted that one of the most difficult and expensive works is the restoration of self-propelled machinery. Today, 3,700 tractors remain unrepaired, including 324 foreign brands.
“We are 80% ready with seeders,” the minister said. – There is still need to restore 1249 units.
The head of the Ministry of Agriculture of Republic of Tatarstan reported that the largest number of unrestored seeders remains in Drozhzhan - 77 units.
He also reminded that today repair enterprises of Naberezhnye Chelny, Aznakaevsky and Sarmanovsky districts are working at full capacity.
A specialized repair department was opened in Zainsk to repair beet harvesting equipment and tractors (December 27, 2018).
As for technical modernization, last year agricultural producers purchased more than 2 thousand units of machinery and equipment (including 202 tractors, 180 combines) worth more than 4 billion rubles.
By the program of technical modernization (purchase of agricultural equipment at the rate of 60 to 40) 1.5 thousand units of agricultural machinery at 1.3 billion rubles was subsidized. The minister said hat this program continues this year, 2 billion rubles have been already allocated for this purpose.
He also noted that through Rosagrolizing was supplied the equipment of 840 million rubles worth. It was done under the program “Renewal of the park of machinery”, there is a deferment of the initial payment for half a year provided. The limit of 570 million rubles has been fully taken, about 100 units of equipment have been baught; 128 units of equipment for 270 million rubles received for commercial leasing.
In addition, under the federal program “1432”, 320 contracts worth a total of 1.3 billion rubles for a 15% reduction in price have been signed. The program works in 2019 as well.
In general, according to Marat Akhmetov, such a potential of equipment, with high-quality training and rational organization of labor, makes it possible to carry out a sowing campaign in optimal terms.
Tatarstan President Rustam Minnikhanov, commenting the speech of the Minister of Agriculture and Food of Republic of Tatarstan, also said that the preparation of sowing campaign should be made with attention. Work in this direction should be systematic, it must include the check of readiness of agricultural machinery in municipal districts.
