Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Akhmetov reported on the work with personal subsidiary plots and farm enterprises in Tatarstan villages in the House of Government of the Republic of Tatarstan today.
The videoconferencing session was held by the President of the Republic of Tatarstan Rutam Minnikhanov with all municipal districts. First Deputy Prime Minster of the Republic of Tatarstan Aleksey Pesoshin took part in the session.
There are over 450,000 personal subsidiary plots and about 5,000 farm enterprises in the republic, which contribute a lot to the gross agricultural output, as well as to the preservation of rural way of life, said Marat Aikhmetov.
He reported that by the order of the President of the Republic of Tatarstan, in December 2016 several sessions were held in 4 regions, which were devoted to the analysis of the development of small size enterprises, their records, and development of relevant measures.
According to the words of Marat Akhmetov, a lot of work is done in the village concerning infrastructure, but business activity among rural population is not getting better. “Owing to various programs we are trying to provide work places in the village, but there is a lack of direct contact with people”, - noted Minister of Agriculture and Food of the Republic of Tatarstan.
Thus, heads of municipal districts and rural settlements are recommended to develop and adopt long-term programs on development of entrepreneurship in the village, analyzing their implementation every quarter. Marat Akhmetov emphasized that in some districts such programs already exist. However, not in all districts there are deputies on the work with personal subsidiary plots.
According to the opinion of Marat Akhmetov, the most traditional trend among personal subsidiary farmings is keeping animals, especially cows. 355 million rubles were allocated in 2016 for preservation of cow population.
Marat Akhmetov spoke in details about forms of the state support. The first one is a program on construction of mini farms (up to 8 cattle animals). According to this program, 150 million rubles were allocated within the previous 2 years, which enabled to increase the cow population by 1,060 animals, and will enable to have increased the cow population by 1,500 more by the end of 2017.
The second program is devoted to the reimbursement of expenses on purchasing of bred heifers and first-calf heifers (up to 15,000 rubles per animal) with the total subsidizing of over 14 million rubles. The program enabled to increase the cow population by 917 animals.
In total, personal subsidiary plots of 14 municipal districts increased their cow population.
“We need to work harder to provide distribution of products, development of cooperatives, taking into consideration that we have a strong budget support. Within the previous 2 years 11 cooperatives were created and have been developing owing to grants (over 110 million rubles were allocated through grants)”, - said Marat Akhmetov.
The example of a successful usage of the grant support is “Indeika” cooperative in Zelenodolsk municipal district, which produces and processes turkey meat.
“There is a stable growth of records of peasant farm enterprises, it is connected with sustainable development of cattle breeding”, - said Minister of Agriculture and Food of the Republic of Tatarstan. – “The key to success is family farms. There are 1,205 family farms and over 100 farms are being constructed now. In 2017 the work on programs “Development of family farms” and “Support for young farmers” will be continued”.
In 2016 129 peasant farm enterprises received grants amounted to 254 million rubles. The grants for this year are much bigger, 68 participants of programs improved their projects with the help of “Leasing grant” program.
In conclusion Marat Akhmetov informed about key kinds of support for development of small size enterprises for 2017. Thus, 60 million rubles will be allocated to construction of mini farms in personal subsidiary plots. A mini farm for 5 cows will get 120,000 rubles, for 8 cows – 200,000 rubles.
He also noted that a new kind of support is going to be introduced with the aim to purchase 1,000 bred heifers and first-calf heifers from outside the republic with the refund of 30,000 rubles per animal.
30 new family farms are going to get grant support (amounted to 155 million rubles in total).
140 million rubles are allocated for the support of 70 young farmers, grants on dairy and meat farming will be amounted up to 3 million rubles.
With the planned grant support for 2017 amounted to 150 million rubles, 10 cooperatives will be created.
Marat Akhmetov said that they kept searching for effective forms of support of small size enterprises in the republic.
The President of the Republic of Tatarstan Rustam Minnikhanov said in his term that special attention should be paid to the support of personal subsidiary plots with cows. According to his words, those who keep livestock should think of the opportunity to increase their population. In this case personal subsidiary plots should get the state support, said Rustam Minnikhanov. He also suggested holding regional sessions devoted to the development of personal subsidiary plots and farm enterprises.
