Support for Small Businesses Discussed at Kazan Agro 2026

A roundtable discussion on "Prospects for the Development of Small Businesses in the Republic of Tatarstan: Problems, Trends, and Priorities" was held as part of the specialized agricultural exhibition Kazan Agro 2026. Niyaz Khuramshin, Deputy Minister of Agriculture and Food of the Republic of Tatarstan, moderated the meeting.

Niyaz Khuramshin spoke about the development of small businesses in the Republic of Tatarstan and noted their key role in the country's economy, contributing to the development of rural areas, supporting entrepreneurship, and ensuring food security. "Today, more than ever, it is important to create conditions for their sustainable development, promote innovation, and increase competitiveness," said the Deputy Minister.

Aleksandr Molokin, Head of the Small Business Development Department, reported that small businesses received 160 billion rubles in 2025. Gross agricultural production made up 6% from 2024.

Budget support totaling over 1.8 billion rubles is planned for 2026. "There are also significant changes, particularly in federal areas, including the Agrotourism grant, which amounts to up to 10 million rubles. Subsidies for reimbursement of expenses incurred in developing rural tourism, up to 5 million rubles, are also being introduced this year. There are also subsidies for cooperatives to partially reimburse the costs of purchasing produce, machinery, equipment, and other property," added Alexander Molokin.

According to him, uniform grants of 5 to 30 million rubles are being introduced for farms, depending on the amount of their own funds. Subsidies for farms to partially reimburse expenses of up to 10 million rubles are also being introduced for the first time.

The department head emphasized that, starting this year, participants in special military operations will receive an "Agromotivator" grant, which reimburses up to 90% of project costs, but no more than 5-7 million rubles, depending on the activity.

Alexander Molokin noted: "For the high-quality preparation of applications for participation in federal and republican support programs, we recommend contacting the State Budgetary Institution "Competence Center for the Development of Agricultural Cooperation," which provides free consulting services and assistance in document preparation," he concluded.

During the roundtable, participants also discussed the prospects and plans for cooperation between the People's Farmer Association and farmers and agricultural consumer cooperatives in the republic, the Association's role in the development of the farming and cooperative movement, veterinary requirements for agricultural producers and processors, as well as the development of sheep farming and rural tourism.
