The Prime Minister of the Republic of Tatarstan Alexey Pesoshin chaired a meeting of the Cabinet of Ministers of the Republic of Tatarstan, within which a comprehensive plan of action by the Government on the implementation of the Address of the President of Tatarstan to the State Council of the Republic of Tatarstan for 2021 was considered. The head of the Presidential Administration of the Republic of Tatarstan Asgat Safarov, Deputy Chairman of the State Council of the Republic of Tatarstan Yuri Kamaltynov, First Deputy Minister of Agriculture and Food of the Republic of Tatarstan Nail Zalakov, heads of ministries and departments of the republic took part in the work.
Opening the meeting, Alexey Pesoshin noted that every year, in order to implement the Address, a comprehensive plan of government actions is formed in priority areas of the republic's socio-economic development. "The main task is yet the dynamic development of Tatarstan, which also corresponds to the goals of the regional components of national projects," the Prime Minister of the Republic of Tatarstan stressed.
He noted that the points of plan affect not only the economic sector and the social sphere, but also general political directions. In particular, special attention is paid to increasing the openness and involvement of citizens in the management process, preserving the culture, languages and traditions of the peoples of Tatarstan. Next year, there will be targeted work within the Year of Native Languages and National Unity.
Alexey Pesoshin noted that in the economic sphere, along with increasing the industrial and export potential of enterprises, serious work is planned on the digitalization process and improving the conditions for doing business.
“The social block of the plan is focused, as before, on the further development of education, health care, culture, as well as on ensuring a comfortable and safe life for every resident of the republic,” added the head of the Government of the Republic of Tatarstan.
First Deputy Minister of Agriculture and Food of the Republic of Tatarstan Nail Zalakov reported on the action plan of the Government of the Republic of Tatarstan. He said that the comprehensive plan for the agro-industrial complex includes 6 measures. Among them there are - increasing efficiency of the agro-industrial complex, supporting peasant (farmer) households and personal households of citizens, strengthening the positions of small businesses as exporters, involving producers in active work with retail chains, expanding sales markets, developing production according to Halal standards, contributing to the increase in exports, strengthening of selection work in crop and livestock production. Taking measures to ensure veterinary safety.
Nail Zalakov noted that it is planned to continue work on updating the sprayer fleet, subsidizing part of the cost of purchasing mineral fertilizers from the regional budget, modernizing livestock complexes by their transfer to high-tech equipment. In 2021, within the framework of the Investment Memorandum, it is planned to implement 25 investment projects with a total investment of 25.2 billion rubles, including 18 livestock areas with an investment of 16 billion rubles.
“The work on the development of livestock breeding will continue, the purpose is to create a strong breeding base, to preserve and increase it,” he said in his speech.
The First Deputy Minister said that as part of increasing the efficiency of the livestock industry, more than 2 billion rubles of grants and subsidies are annually allocated to strengthen the positions of small businesses.
The Ministry, within the national project "Small and Medium Enterprises and Support of Individual Entrepreneurial Initiatives", has planned financing in the amount of 320 million rubles for 2021. A key indicator of the project's implementation is the number of entities involved in SMEs operating in agriculture. In 2021, this indicator was adopted by 2,558 people, with special attention to the development of agricultural consumer cooperatives.
Nail Zalakov said that the Ministry of Agriculture faces a serious task to increase the export of agricultural products of the republic, including Halal products. Today it is 236 million US dollars, or 74.2% of the annual target (318.3 million US dollars).
Also among the key areas outlined in the Address were the digitalization of the economy, industrial development and others. Representatives of line ministries made speeches on each of these topics.
