The reason for the Unified Cattle Identification was the need to preserve veterinary welfare in Tatarstan

This was announced today at a Briefing in the Cabinet of Ministers of the Republic of Tatarstan on the topic: "On carrying out work on the unified identification of animals and veterinary welfare in the Republic of Tatarstan." The briefing was attended by Almaz Khisamutdinov, Head of the Main Veterinary Directorate of the Cabinet of Ministers of the Republic of Tatarstan, and Lenar Garipov, Deputy Minister of Agriculture and Food of the Republic of Tatarstan.

“On October 22, the diagnosis of avian influenza was confirmed in two districts of the Republic of Tatarstan: Muslyumovsky and Drozhzhanovsky. Earlier, an outbreak of avian influenza was detected in the Buinsky district. All cases occurred in areas of the republic bordering with other regions. The reason for the infection was the acquisition of poultry from other regions by farmers without the necessary veterinary documents, as well as the access of birds to a natural reservoir, which was also inhabited by wild waterfowl. Wild waterfowl and synanthropic birds are relatively resistant to highly pathogenic avian influenza and are the main carriers of the infection. Therefore, citizens, owners of personal subsidiary farms, heads of poultry enterprises, should be especially vigilant today, "Almaz Khisamutdinov warned and voiced precautions that should be strictly observed.

The introduction of the Unified Animal Identification is directly related to the veterinary welfare of the republic. Today, on the territory of the Russian Federation, a difficult situation is developing with regard to infectious diseases of farm animals: 32 regions are unfavorable for foot and mouth disease, 25 regions for African swine fever, 39 regions for brucellosis, 23 regions for infectious nodular dermatitis, and 10 regions for highly contagious bird flu.

“Our republic is safe from these diseases. And we are concerned about the unauthorized import of infected cattle from other regions, ”explained Almaz Khisamutdinov.

Lenar Garipov noted that the reason for the decision to start the widespread implementation of the Unified Cattle Identification in Tatarstan was the need to prevent the spread of infectious animal diseases, as well as to identify the sources and ways of spreading infectious diseases. Identification excludes the possibility of substitution of one animal for another. Also, the possibility of movement of animals that have not received the mandatory veterinary treatments is excluded. Another plus is the ability to search for owners of the animal, for example, in the absence of accompanying veterinary documents, as well as search for missing animals.

“By the order of the Cabinet of Ministers of the Republic of Tatarstan dated August 26, the creation of an interdepartmental working group and an action plan for the implementation of a unified system of registration and accounting of animals on the territory of Tatarstan were approved. According to the plan, marking of cattle in farms of all forms of ownership began on October 10 of this year. In 2021 this work will continue for small ruminants and horses. In 2022 - for pigs and poultry, 2023 - for fur animals. We will finish in 2024 with the marking of bees and fish, ”said Lenar Garipov.

Identification or tagging of animals will have to be done not only in agricultural organizations but also in private farmsteads. The identification of livestock in private backyards will be organized during seasonal veterinary preventive measures.

At the moment, there are 699.4 thousand heads of cattle in the republic, 2,927 heads of cattle or 0.42% of the total livestock have already been identified and registered in the animal registration program.
