Explanations of the Ministry of Agriculture of the Republic of Tatarstan on the procedure for work and delivery of goods by agricultural producers

In order to ensure food security, uninterrupted supply and to maintain the continuity of production of agricultural products and raw materials, the Ministry of Agriculture and Food of the Republic of Tatarstan informs that organizations engaged in the production of agricultural products, including food products, and the formation of agricultural and food stocks for future periods, including organizations engaged in seasonal field work, organizations areas of animal husbandry, fishing, fish processing enterprises, fish farms, as well as organizations engaged in the production of veterinary medicines, organizations engaged in the provision of food for the population and other activities aimed at ensuring food security, fall under points A, C and G of clause 2 of the Decree of the President of the Russian Federation of March 25, 2020 No. 206“ On the announcement in the Russian Federation of non-working days”.

Earlier, the Deputy Prime Minister of the Republic of Tatarstan, Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov noted that during this difficult time, agricultural producers ensure the food security of the country.

Thus, the work of agricultural producers continues in the same mode, but with all the recommendations to prevent the spread of coronavirus infection. So, agricultural producers need to carry out timely disinfection of agricultural enterprises, to provide workers with personal protective equipment - gloves, masks, antiseptics.

On March 31, 2020, a resolution was signed that enacts the procedure for obtaining special permits that entitle Tatarstan people to travel during the period of self-isolation.

Farmers going to work need to get a certificate from the employer. For transportation of goods, including food products, the sender of the cargo additionally issued a certificate of the approved form. The certificates do not apply to movement on the territory of Tatarstan, which is not connected with the performance of official duties.

Certificates for the movement of volunteers delivering food and medicine will be issued by the Ministry of Youth of the Republic of Tatarstan.

Obtaining permission is not required in case of applying for emergency medical care and in cases of direct threat to life and health, as well as when buying products in the nearest store, walking pets, taking out garbage.

Obtaining permission is necessary for visiting the court, delivering minors to an educational organization, visiting a medical or veterinary organization, participating in a funeral, obtaining or restoring a passport. In addition, permission can be obtained for a trip to the countryside, visiting the post office and credit organizations. Also, permission can be issued for the delivery of medicines, food and basic necessities to sick relatives or assisting them. An important detail: in case of collective travel by car, permission is required for all passengers and the driver.

To obtain permission, a citizen sends a free SMS-message to number 2590 with the following text: REGISTRATION # Surname First name Patronymic # series and passport number # address of the actual place of residence (for example, REGISTRATION # Ivanov Ivan Ivanovich # 92199632506 # Kazan Nigmatullina 5 apartment 9).

In response, he receives an SMS message with a unique registration code.

Then you should send a second SMS-message to the number 2590 with the text "ЦЕЛЬ" and indicate the purpose of movement.

Movement is considered permitted if the citizen received a response SMS message with a unique permission code, which indicates the period of its validity.

On March 31, the Federation Council of the Russian Federation approved amendments to the Code of Administrative Offenses of the Russian Federation. For violation of the regime of self-isolation, a fine of 15 to 40 thousand rubles will be threatened.

For officials, the amount of fines varies from 50 to 150 thousand rubles, and for legal entities - from 200 to 500 thousand or suspension of activity for up to 30 days.

If violations caused harm to human health or resulted in death, but do not contain signs of crime, citizens will be charged from 150 to 300 thousand rubles, officials - from 300 to 500 thousand, and legal entities - from 500 thousand to 1 million rubles.
