Marat Zyabbarov: All our work in agriculture is aimed at increasing the productivity of arable land and the profitability of a hectare

Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov reported on measures to increase the productivity of arable land in the Republic of Tatarstan today at a meeting in the Government House of the Republic of Tatarstan.

The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconference with all municipal areas. The Prime Minister of the Republic of Tatarstan Alexey Pesoshin took part in the meeting.

According to Marat Zyabbarov, in connection with the early spring, the probability of a earlier start of field work is high. In particular, two districts - Aktanyshsky and Chistopolsky - have already reached trial feeding of winter crops and perennial grasses. Therefore, it is necessary to accelerate the processes of preparation for sowing everywhere.

As planned, work to provide resources - the purchase of seeds, fertilizers, and protective equipment is underway. “All our work in the agricultural industry is aimed at increasing the productivity of arable land and the profitability of a hectare,” said Marat Zyabbarov.

In the republic, erosion control measures, agro-forestry, conservation and replenishment of its fertility are carried out. Otherwise, complete degradation of the soil, and in such arable land it is practically impossible to obtain an economically viable crop, the minister warned.

“The use of elements of conservation agriculture, biological agents and mineral fertilizers allowed to stabilize the situation in general. According to agrochemical services (TsAS Tatarsky, SAS Almetyevskaya), the weighted average humus content has stabilized since 2000”, he said.

In general, state regulation of fertility of agricultural land is regulated by federal law of July 16, 1998 No. 101-ФЗ ("On state regulation of provision of agricultural land").

In order to implement the provisions of the federal law, the Order of the Ministry of Agriculture of Russia (dated 04.05.2010 No. 150 (as amended on 08.08.2012)) approved the Procedure for state registration of indicators of the state of fertility of agricultural land. But these regulations are not respected by all.

According to the head of the Ministry of Agriculture of the Republic of Tatarstan, there are areas that have not examined significant areas for 10-15 years.

“Such a careless approach by a number of leaders does not suit us. And if the situation does not change this year, sanctions will be applied and budget support will be limited for the agriculture sector”, said Marat Zyabbarov.

To ensure a positive balance, it is necessary to make the optimal amount of mineral fertilizers. To date, 107.6 thousand tons, or 38.5 kg of AI / ha, have been accumulated with an increase over 2 weeks - 7 kg of a.i./ ha. During this period, the Tukaevsky district added 19 kg a.i. / ha, Nurlatsky - 18, Menzelinsky and Aksubaevsky - 15 each, Buinsky and Zainsky - 12 each, Apastovsky, Kaybitsky and Sarmanovsky - over 10 kg a.i. / ha.

Agricultural producers are already receiving republican stimulating support for mineral fertilizers at the rate of 515 rubles / ha.

“In order for fertilizers and useful soil microorganisms to work, certain conditions are needed where optimal soil acidity is important. In total, we have 1.4 million hectares, or 42%, of acid soils. Thanks to the republican program, we annually report over 60 thousand ha, which allows us to prevent the degradation of arable land”, said Marat Zyabbarov.

Since 2019, a federal program has been launched, and the republic, with co-financing, plans to produce 80 thousand ha this year with an output of 20 thousand ha annually by 2024.

The Minister reminded farm managers and farmers that it was important to speed up the development of design estimates for liming. Support from the current year will be presented in the form of a subsidy.

Speaking about budget funds, Marat Zyabbarov said: at present, subsidies to farms in the amount of 1.6 billion rubles have been received from the budget of the Republic of Tatarstan, including for technical and technological modernization - 1.0 billion rubles; for the January volume of milk sold - 280 million rubles; for the purchase of mineral fertilizers - 161 million rubles.

By the end of March, another 1.8 billion rubles co-financed subsidies will be brought, including 1.3 billion rubles for the volume of milk sold; 300 million rubles for the provision of unrelated support; 150 million rubles to stimulate the development of grain and leguminous crops.

Also, in the near future, subsidies from the regional budget will be increased by another 1.5 billion rubles, 1 billion rubles of which is for the purchase of mineral fertilizers; for technical and technological modernization - 500.0 million rubles.

At the end of the report, the head of the Ministry of Agriculture and Food of the Republic of Tatarstan called on everyone to make the coming week a shock in preparation for sowing.
