Marat Zyabbarov reported on labor protection in the agricultural sector and supervision of the technical condition of agricultural machines

Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan, Marat Zyabbarov, reported on labor protection at agricultural enterprises and overview the technical condition of self-propelled vehicles and other types of equipment today at a republican meeting in the Government House of the Republic of Tatarstan.

The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconference with all municipal areas. The acting Prime Minister of Tatarstan Rustam Nigmatullin took part in the work.

The Minister said that the coverage of agricultural workers with a medical examination last year was 53%. In individual farms, coverage does not exceed 10%. Labor protection expenses amounted to 369 million rubles, which is 6100 rubles or 8% more per 1 employee  than the previous year. Businesses can return 30% of these costs from the Social Insurance Fund. Last year, about 18 million rubles were refunded to 169 agricultural enterprises for the purpose of labor protection.

According to the speaker, in the republic, about 14% of industrial injuries in 2019 occurred in agriculture. Despite the preventive measures taken, there were fatal cases. The growth of injuries forces to strengthen the work to prevent such tragic cases.

The work of engineering and technical personnel at all levels and machine operators in the agro-industrial complex is related with the State Technical Supervision Service. The department oversees the technical condition and ensuring the safe operation of self-propelled machines and other types of equipment. More than 88 thousand units of self-propelled vehicles and trailers are registered in the republic, more than 18 thousand units or 21% of which are registered by agricultural producers. Individual owners have more than 39 thousand units of equipment (45%).

The Head of the Ministry of Agriculture of the Republic of Tatarstan noted that the basis for ensuring the safe operation of self-propelled vehicles is the timely and high-quality inspection. In 2019, 15 thousand units (81%) of self-propelled vehicles were submitted for inspection, 98% received permission to operate (14.8 thousand). “In a number of districts, heads of agricultural enterprises allow tractors and combines that are not authorized to operate. I would ask the heads of districts and farm managers not to risk their lives, to assist the Gostekhnadzor service in preventing such violations, ”Marat Zyabbarov said.

Today, agricultural enterprises have more than 11 thousand tractors that will work during the sowing season. During peak periods, this amount is not enough. Therefore, it is important to use the potential of individual owners in the regions, which is about 13 thousand tractors.

Today, it is not possible to stop all violations of the rules of operation and traffic by drivers of tractors and self-propelled vehicles. In 2019, 25 accidents occurred in the republic, as a result of which 31 people got injured.

One of the main factors for the safe operation of machines is the availability of an operator’s certificate with access to control the equipment. In the republic, about 120 thousand people have valid tractor driver certificates. At the same time, agricultural enterprises complain of an acute shortage of machine operators. Usually the reason is a low salary. “The heads of households have an opportunity to attract qualified machine operators, of course, providing them with a decent salary. For example, in the Atninsky, Mamadyshsky, Laishevsky districts, the average salary of machine operators is 29 thousand rubles, ”Marat Zyabbarov informed.

“This is a very important topic. I want to appeal to the heads of districts and agricultural enterprises: everything that was announced will give a result and will help attract qualified personnel. An untrained machine operator will operate the equipment so that you spend 10 times more money to bring the machine into proper technical condition. Therefore, these issues are very important, ”Rustam Minnikhanov emphasized.
