Marat Zyabbarov: Tatarstan is preparing for the spring field campaign of 2020

Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Zyabbarov reported on preparations for the spring-field campaign of 2020 today at a republican meeting in the Government House of the Republic of Tatarstan.

The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The Prime Minister of the Republic of Tatarstan Alexey Pesoshin took part in the meeting.

According to Marat Zyabbarov, in the republic, cultivated areas will be preserved at the level of the previous year - 2.8 million hectares, but there will be some changes in the structure. There will be approximately a 10% decrease in area under sunflower and sugar beets. In the country, there is a sugar overproduction due to limited imports, therefore, the Ministry of Agriculture of the Russian Federation recommends reducing the area of ​​sugar beets - at least for 20%.

The head of the Ministry of Agriculture of the Republic of Tatarstan reminded that more than 25 billion rubles, or about 8 thousand rubles per hectare, are needed for spring field work alone. The share of mineral fertilizers is 8.2 billion rubles. (at the rate of 70 kg a.i. / ha), seeds - 3.2 billion rubles, plant protection products - 4.5 billion rubles, fuel and lubricants and spare parts about 7.8 billion rubles. The amount of salaries for the sowing campaign is 1.6 billion rubles, other expenses are about 3 billion rubles.

Marat Zyabbarov specified: before the receipt of first monetary funds, which is approximately in mid-August, only about 30 billion rubles are needed. In farms with developed dairy farming, the financial situation is much better today than previous years.

As for budget support, it is planned to bring  to farms 4 billion rubles by the end of April. Specifically, 700 million rubles are expected to be provided for unrelated support, 862 million rubles to increase productivity in dairy cattle breeding, 500 million rubles to recover part of the cost per 1 kg of milk, and 1.0 billion rubles for technical modernization, same for mineral fertilizers - 1.0 billion rubles.

Part of the necessary funds (over 10 billion rubles) is also planned to be covered by borrowed funds.

Credit institutions include Russian Agricultural Bank, Ak Bars Bank, Sberbank and VTB Bank. The limit for one borrower is determined up to 600 million rubles with an interest rate of up to 5%.

Marat Zyabbarov noted that more than a third of the costs in the sowing campaign is the cost of mineral fertilizers. He presented areas that have impressive accumulation of fertilizers per hectare of sowing. These are Tetyushsky (48 kg a.a. / ha), Zainsky (47), Atninsky (44), Sarmanovsky (42), Sabinsky (35 kg a.a. / ha) areas.

Among the areas that have serious problems in the purchase of fertilizers are Kaybitsky (5.5 kg a.a. / ha), Pestrechinsky, Novosheshminsky, Kamsko-Ustinsky, Agryzsky districts.

Marat Zyabbarov also reported on the preparation of equipment for field work in 2020. So,11 thousand tractors will be involved in the sowing campaign, more than 6 thousand seeders and cultivators, 680 wide-sowing sowing complexes working with energy-saturated tractors.

Sowing and tillage equipment should be prepared before April 1, the minister said.

Over 70% of tractors, 75% of cultivators and seeders, 35% of combines were repaired in the republic.

More than 4 thousand tractors, including 400 foreign cars are still unrepaired.

It is necessary to restore about 240 high-performance sowing complexes. Repair of agricultural machinery requires 4.3 billion rubles, including 2.1 billion rubles for spring field work.

Spare parts were purchased for more than 1.1 billion rubles, 865 million rubles, or 42% of which are for spring field work.

The Head of the Ministry of Agriculture of the Republic of Tatarstan also presented data on the activities of municipal districts regarding the acquisition of spare parts for the repair of agricultural machinery.

“At the end of 2019, zonal headquarters for preparing equipment for field work in 2020 were held,” said Marat Zyabbarov. - The areas showed the readiness of the machine and tractor parks for the repair season. In December, an engineering conference was held on the basis of MTK Ak-Bars, where the issues of engineering and technical support, optimization of costs for repair and maintenance were discussed. The existing potential of the equipment, with high-quality preparation and rational organization of labor, will make it possible to conduct a sowing campaign in optimal agricultural terms. ”
