Technical modernization as one of the main conditions for the competitiveness of agricultural products was reported today at a meeting in the House of Government of the Republic of Tatarstan by the Deputy Prime Minister of the Republic of Tatarstan - Minister of Agriculture and Food of the Republic of Tatarstan Marat Akhmetov.

The meeting was held in the form of video conferencing with all municipal districts by President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by Prime Minister of the Republic of Tatarstan Alexei Pesoshin.

Marat Akhmetov announced the beginning of spring field work. “Since the beginning of this week, the republic’s farms have selectively begun to harrow the feeding perennial grasses and winter crops. Today, 50.2 thousand hectares of winter crops and 22.0 thousand hectares of perennial grasses have been fed.

“The arrival of spring was great in terms of the replenishment of the reserves of productive moisture. Moisture is fully absorbed into the soil. This helped to restore the winter moisture deficit in the most acute areas of the Trans-Volga region, ”said Marat Akhmetov.

Speaking about winter crops, the minister noted: there were some concerns about wintering winter crops, but it went well.

During the speech, Marat Akhmetov reported that the structure of the machine-tractor park of the agro-industrial complex allows to ensure the implementation of technological operations in plant growing and animal husbandry in the optimal time frame.

The main goal is to provide high-quality repair of equipment and maintenance, as well as effectively organize the work.

According to the minister, on average, about half of the agricultural machines have developed depreciation terms, normative security also does not exceed 60%.

Thanks to the program of technical modernization, the republic has armed itself with energy-rich tractors, wide-grabbing multifunctional units, sowing complexes, self-propelled mowers, sprayers, and other innovative equipment.

Thus, over the past 5 years, agricultural producers purchased 1,655 tractors, 748 grain harvesters and 236 fodder harvesters, other machinery and equipment, and an annual replenishment of about 5-6 billion rubles took place.

According to the head of the Ministry of Agriculture of the Republic of Tatarstan, energy supply (the sum of the power of self-propelled machinery engines) in the agro-industrial complex of the republic this year amounted to 163 hp on 100 hectares of crops.

He cited data on energy supply areas. At the same time, he emphasized that there are also successful agricultural producers with indices at the level of European farmers, and farms with poor equipment in the districts.

“In the 10-year program of technical modernization we planned to bring energy supply to 200hp by 2020, however, due to price hikes in equipment, this became difficult” Marat Akhmetov said. “It is necessary to thoroughly increase the combine park, only due to timely harvesting and safety of the grown crop, we could get up to 500 thousand tons of grain in addition.”

Today in the republic the average load per 1 physical harvester is 470 hectares, in a dozen regions - 500 hectares and more, and for individual farms the load reaches 1 thousand hectares.

“Good technical equipment is the foundation of highly profitable work,” the minister said. “In areas where there is no necessary potential, respectively, there is no economy, the profitability of production is significantly lower or even negative.”

At the same time, according to the head of the Ministry of Agriculture of the Republic of Tatarstan, the old equipment requires more expenses - spare parts, oils and fuel. He cited data on which the park of agricultural equipment in the farms of Agryz, Apastov, Kaibitsky, Menzelinsky and Novosheshminsky districts was practically not updated.

“This year technical re-equipment is proceeding extremely slowly,” said Marat Akhmetov. - The Ministry of Agriculture of Russia is also concerned - the allocated funds are not being used, this is soft loans for the purchase of equipment, applications to Rosagroleasing are being applied very passively.

Thus, for the first quarter of the current year, 73 tractors were purchased, 28 units of combines, 12 units of trucks. and other agricultural machines - 119 units. Total about 37 units (16%) acquired through Rosagroleasing.

Under the “OPT” program on preferential terms with a delay of the initial payment of 6 months and with an annual rise in price of only 3%, 234 applications were formed in Rosagroleasing, a total of 127 applications were received, 18 regions of the republic did not appear at all, stated Marat Akhmetov.

He asked for more work with Rosagrolizing - in the current year here are the most favorable conditions (no limits have been set, no collateral is required, the range of equipment has expanded).
