390 million rubles subsidies provided for the maintenance of cows in personal subsidiary farms in 2019 in Tatarstan
The 5th of February was held a meeting of the Committee on Ecology, Environmental Management, Agricultural and Food Policy and the Commission for Monitoring the Implementation of the State Program for the Development of Agriculture of the State Council of Tatarstan. The parliamentarians discussed results of the implementation of the state program "Development of agriculture and regulation of markets of agricultural products, raw materials and food in the Republic of Tatarstan for 2013-2020" for 2018. Members of the Committee also supported the draft appeal of the State Council of the Republic to the Chairman of Government of Russian Federation D.A. Medvedev on the need to develop a state program for the elimination of the hogweed Sosnovsky in the country.
The results of the implementation of the state program last year were presented by the Deputy Minister of Agriculture and Food of Republic of Tatarstan Rishat Habipov. In 2018, the financing of state program activities amounted to 20,340.6 million rubles, including 7,334.5 million rubles from the federal budget. State support to small forms of management amounted to over 2 billion rubles. To increase the volume of purchases of agricultural products in the republic, there have been established more than 200 agricultural consumer cooperatives for sales, harvesting and processing.
“In order to keep livestock, last year they issued subsidies since March. This helped to offset losses from lower milk prices. This year this measure of support has been preserved. The other day we are starting to collect lists from rural settlements. The budget of the republic provides 391 million rubles,”- said the speaker.
According to Khabipov, for those who keep one cow the compensation will be 2 thousand rubles, two cows - 3 thousand rubles per cow, three and more - 4 thousand rubles.
“Last year we managed to compensate lost income. The price of milk ranged from 13 to 18 rubles by the beginning of the year. By the end of the year in many areas it reached 17-18 rubles. Today, for agricultural enterprises, including VAT, they range from 19 to 24 rubles. There are enterprises that sell for 28 rubles depending on quality and volume of production, ” stated the Deputy Minister of Agriculture and Food of Republic of Tatarstan.
“Over the past year, Tatarstan took the fourth position in terms of volume of produced agricultural products among Russian regions, losing to the Rostov and Belgorod regions. Cash proceeds amounted to 100.8 billion rubles. The profitability of the agricultural industry - 9.5%, including all subsidies. There were years when we reached 15 and 17%. But the annual rise of prices for electricity and spare parts, an increase of taxes reduced profitability,” said Rishat Habipov.
The meeting also focused on implementation of May decrees on development of agricultural sector, the elimination of leukemic herds, etc. Vadim Makheev, Rafael Yunusov, Elena Minakova and others took part in the discussion.
At the meeting, the Committee members supported the appeal of State Council of Republic of Tatarstan to Medvedev on the need to develop a state program for the prevention of emergency situations in crop production , elimination of foci of growth of the Sosnovsky borshevik in Russian Federation. According to the Federal State Budget Institution “Rosselkhoztsentr”, the contamination area in the country in 2017 was 51 thousand hectares, and in 2018 - already 80 thousand hectares. In Tatarstan in 2017, the hogweed was spread over an area of about 109 hectares, in 2018 - 536 hectares.
