Rishat Khabipov gave a speech on implementation of federal special purpose programs

A session on implementation of federal special purpose programs on the territory of the Republic of Tatarstan took place in the Agency of Investment-Driven Development of the Republic of Tatarstan, in Kazan, today. Chairman at the State Council of the Republic of Tatarstan Farid Mukhametshin, members of the Federation Council and deputies of the State Duma of the Russian Federation, Tatarstan elite, representatives of ministries and government departments of the republic participated in the session.

Deputy Minister of Agriculture and food of the Republic of Tatarstan Rishat Khabipov gave a report at the session.

He informed that this year within the framework of the state program on development of agriculture 13 agreements had been concluded to provide subsidies from the federal budget amounted to 8,073 million rubles. They are: green box subsidies in the sphere of crop husbandry, subsidies on productivization in dairy cattle breeding, subsidies on assistance to achieve performance targets of regional programs on AIC development, subsidies on partial reimbursement of direct expenses for construction and modernization of AIC venues, subsidies on reimbursement of the interest rate on investment loans and for implementation of the federal special purpose program – “Sustainable development of rural territories for 2014-2017 and for the period up to 2020”.

“As of June 20, 2017, subsidies amounted to 3.5 billion rubles (44%) had been allocated from the federal budget”, - stated Rishat Khabipov.

Deputy Minister reminded that since the current year a new mechanism of state support has been put into practice – namely, concessional loans, with the limit for short-term loans amounted to 844.1 million rubles. Owing to this, agricultural enterprises and institutions in the sphere of processing industry can get loans at the interest rate of 1-5%.

Rishat Khabipov said that with the aim to develop aquaculture, and due to the necessity to preserve water biological resources and their natural habitat, in decrees of the President of the Republic of Tatarstan Rustam Minnikhanov the Commission on reproduction of water biological resources and aquaculture development in the Republic of Tatarstan and the Commission on preservation of water biological resources in the Republic of Tatarstan were established. The Concept of creation of aqua-biocultural technopolis in the Republic of Tatarstan was also developed, the plan to develop aqua-bioculture in the republic for the period up to 2022 was created.

“To develop these spheres we need support of federal authorities. The most effective supportive measure would become inclusion of the projects into the state program of the Russian Federation – “Development of fishery complex”, said Rishat Khabipov.
