Agricultural insurance is a real opportunity for farmers to carry out stable activities.

This was discussed at a meeting on April 15 by the Deputy Minister of Agriculture of the Russian Federation, Elena Fastova, in the form of a video conference on the current state of agricultural insurance. The event was also attended by Ildus Gabdrakhmanov, Deputy Minister of Agriculture and Foodstuffs of Tatarstan, Irek Sadykov, Head of Plant Industry Development Division, Marcel Makhmutov, Head of Financing Department, Tatarstan Ministry of Agricultural Production Specialists, representatives of regional government agencies of the republic.

As Elena Fastova noticed, for a number of objective reasons in 2017-2018 there was a significant decrease in crop insurance volumes. Elena Fastova outlined a preliminary percentage deviation from the planned values of the performance indicators and called on representatives of the regional AIC bodies to take measures to achieve the planned performance values and reduce the percentage of deviations. Also, the Deputy Minister called on insurance organizations to be active in working with agricultural producers and increasing the percentage of insured areas.

Agricultural insurance is a real opportunity for agricultural producers to conduct a stable activity, to forecast incomes in advance, without fear of adverse weather conditions. According to the amendments to the law No.260-FZ “On state support in the field of agricultural insurance and amending the federal law“ On the development of agriculture ”, which came into force on March 1, the concept of crop loss and perennial plantings was excluded from the system of agricultural insurance. crop loss is considered to be insured, the list of risks has been expanded, the possibility of combining them for farmers has been added.

Previously, agricultural insurance programs were made in accordance with the new rules by representatives of insurance companies, noting that the insured crop can be the subject of a security (collateral) when farmers receive various loans. According to the proposals of insurance companies, crop insurance will cost farmers from 27 rubles per hectare of sown area, and these costs can be attributed to the cost of production.
