Ministry of Agriculture has developed a draft of the new food security' doctrine

The main innovation of the project is a change in the methodology for calculating food safety indicators. For its evaluation, it is proposed to use an indicator of self-sufficiency instead of the share of domestic production in the total volume of the domestic market.

It reflects the degree of satisfaction of the domestic needs at the expense of domestic production and, in excess of 100%, shows the export potential of certain types of agricultural raw materials and food.

In addition, were introduced the indicators describing the economic and physical availability of food for the population. The economic affordability indicator reflects the possibility of the population purchasing food at the prevailing prices in sufficient volume and assortment within the framework of the established norms of consumption. Physical accessibility reflects the adequacy of providing the population with areas of shopping facilities.

By preparing the project, were taken into account the proposals of the scientific community and interested federal executive bodies. The project has been approved by the relevant departments and the Ministry of Justice, it's been submitted to the government of the Russian Federation. Its development, in particular, is associated with the emergence of new risks and threats to food safety caused by economic sanctions, Russia's accession to the WTO and the deepening of integration processes within the EAEU. After coordination of the project with the Security Council of Russia and the Presidential Administration, the document will be approved.
