Records of Federal Service for Veterinary and Phytosanitary Surveillance Directorate in the Republic of Tatarstan for 9 months of 2017 discussed in the Ministry of Agriculture and Food of the Republic of Tatarstan

Means of control and supervision of the Federal Service for Veterinary and Phytosanitary Surveillance Directorate in the Republic of Tatarstan for 9 months of 2017 were discussed in the Ministry of Agriculture and Food of the Republic of Tatarstan today.

The following officials took part in the session: Head of the Federal Service for Veterinary and Phytosanitary Surveillance Directorate in the Republic of Tatarstan Nurislam Khabipov, Chair of the Committee on Ecology, Nature Management, Agricultural and Foodstuff Policy of the State Council of the Republic of Tatarstan Takhir Khadeev, 1st Deputy Minister of Agriculture and Food of the Republic of Tatarstan Nikolai Titov, Head of the Chief Directorate for Veterinary of the Cabinet of Ministers of the Republic of Tatarstan Almaz Khisamutdinov, Chair of the Association of Farmers and Farmsteads of Tatarstan Kamiyar Baitemirov, representatives of ministries and authorities of the republic.

Nurislam Khabipov opened the session. “The aim of our meeting is to prevent possible non-compliance with the Russian Federation regulation, supervision over which is entrusted to the Federal Service for Veterinary and Phytosanitary Surveillance, to increase clarity of our activities, to find out the reasons and the ways to prevent breaches”, - he noted.

Deputy Head of the Federal Service for Veterinary and Phytosanitary Surveillance Directorate in the Republic of Tatarstan Lenar Fatterakhmanov reported on the records of the institution. He said that within the given period, over 460 control and supervision activities had been carried out in the sphere of land surveillance, the amount of penalties were over 3.5 million rubles. Among the most wide-spread breaches are: non-use of agricultural lands, as the result of which they are overgrown with weeds, trees and shrubs. “Since the beginning of the year, over 34,000 ha of non-used agricultural lands have been found out on the territory of the Republic of Tatarstan”, - reported Lenar Fatterakhmanov.

In the sphere of phyto-sanitary control, 610 supervision activities have been carried out, over 800,000 tons of products under phyto-sanitary control have been inspected. 288 supervision activities have been carried out in the sphere of quality and safety control of grain. The speaker also informed the participants of the meeting about entry into force of new regulatory documents in the sphere of phytosanitary control, including orders of the Ministry of Agriculture of the Russian Federation concerning the ways to report on delivery of quarantineable products and the arrangements to include enterprises into the Register of quarantineable venues. “From January 1, 2018, transportation of quarantineable products from stay indoors phytosanitary zone will be carried out subject to an e e-quarantine certificate “, - emphasized Lenar Fatterakhmanov.

After that, Head of the Chief Directorate for Veterinary of the Cabiet of Miniaters of the Republic of Tatarstan Almaz Khisamutdinov spoke about the activities of the institution to preserve favourable epizootic situation on the territory of the republic. “Special danger is posed by aftosa outbreak in the Republic of Bashkortostan. Since October 5, 2017, a quarantine was instituted in “Nur” peasant farm enterprise and 3 settlements of Tuimazy municipal district”, - he reported.

This year 200 million rubles have been allocated for purchasing of the necessary vaccine from the republican budget. Till the end of the year it is planned to vaccinate all the animals amenable to the disease.

Director of Land and Property Relations Department of the Ministry of Agriculture and Food of the Republic of Tatarstan Alexander Druzhin spoke on use of agricultural lands in the republic. In 2017 specialists of the Federal Service for Veterinary and phytosanitary Surveillance in the Republic of Tatarstan have found out 34,200 ha of non-used farmlands. The biggest amount of such lands is on Verkhniy Uslon – 4,117 ha, Zelenodolsk – 3,886 ha and Vysokaya Gora municipal districts – 3,520 ha.

After that, Chair of Tatarstan association of farmers and farmsteads Kamiyar Baitemirov, Director of the FSBI “Tatar MVL” Rais Karimov and Chair of the Committee on Ecology, Nature Management, Agro-industrial and foodstuff policy of the Republic of Tatarstan of the State Council of the Republic of Tatarstan Takhir Khadeev gave their speeches.

Takhir Khadeev noted the necessity to hold such meetings regularly. “Today the Federal Service for veterinary and Phytosanitary Surveillance is expanding activities”, - he said and asked the specialists of the institution to pay special attention to the issue of land use.

“All the specialists who are here today are related to the Ministry of Agriculture and Food of the Republic of Tatarstan. We have one common task, emphasized 1st Deputy Minister of Agriculture and Food of the Republic of Tatarstan Nikolai Titov. – Solving this task, it is necessary to cooperate with each other. Only this way we will be able to achieve success”.

Discussion and exchange of opinions concerning the records of the Federal Service for Veterinary and Phytosanitary Surveillance Directorate in the Republic of Tatarstan was held at the end of the session.
